Abstract
This dissertation aimed to create an instrument to support decision making regarding the renewal of environmental licenses for mining activities in Minas Gerais. In this sense, the hypothesis of this research is that it is possible to create an instrument with a focus on the renewal of environmental licenses in Minas Gerais that brings speed, transparency and standardization to the process. Aiming at seeking answers to this hypothesis, a bibliographical research was carried out divided into two parts: a systematic review that aimed to answer "What is the state of the art regarding mechanisms for the renewal of environmental licenses in Brazil?", and a systematic narrative review which covered the following topics: Mining and its importance in Minas Gerais; Environmental Licensing and renewal of environmental licenses in the state of Minas Gerais; and Monitoring and evaluation indicators: characteristics and application within the scope of environmental licensing. Then, an analysis of opinions on the renewal of environmental licenses issued in the years 2019 and 2020 was carried out within the scope of the Regional Superintendence for the Central Metropolitan Environment (SUPRAM CM)/Belo Horizonte, in order to learn more about the current practice . Afterwards, the term of reference of the Environmental Performance Assessment Report (RADA) of SEMAD MG was analyzed in order to go deeper into the topic and to look for possible indicators to compose the index that would be created. Based on the results of the initial stages, version 01 of the instrument was prepared, and, in order to hear the opinion of the social actors involved in the process, two events were held to present version 01 of the instrument - one for Environmental Managers and Analysts from SEMAD MG and another for representatives of the productive sector. After analyzing the criticisms and suggestions arising from the events held, version 02 of the instrument was developed. Finally, tests of version 02 of the instrument were carried out in a group of renewal processes already carried out by the environmental agency, whose results revealed its real applicability, confirming the proposed hypothesis that the elaboration of this instrument is possible. The result of this work presents real possibilities to print standardization, speed and transparency to the process, which was materialized by the consolidation of the IRLAM presented here, including its systematics and tests.
