Abstract
Cities are key pieces in the development of Brazil and leave their marks on the landscape, allowing us to understand whether they were planned, managed, and their growth occurred in an orderly manner. The vast majority of urban areas are experiencing accelerated urban growth, with emphasis on the implementation of numerous subdivisions, thus the need for an analysis of current subdivisions, their occupation processes and main demands. It can be said that urban expansion without proper public monitoring can result in some problems, the most common of which are: omission by public agencies to monitor the growth of occupation; lack of maintenance of existing public equipment and inspection of the urbanization process. In Capitólio/MG the approval of new subdivisions is happening with unsatisfactory planning in relation to the service to the local population, since the process of real state speculation due to the tourist growth is accentuated, considerably increasing the value of the lots and the pace of construction in the themselves is slow. Often, some minimum aspects defined by the relevant legislation are not met. Aiming to understand this reality, the present study aimed to analyze the territorial disposition of the urban expansion process of Capitólio/MG through the data referring to the subdivisions approved between the years 2008 and 2018, proposing guidelines that will serve as a subsidy for the revision of the master plan from the characterization and comparison of two subdivisions in the occupation phase by means of their identification and characterization, verifying the compliance or not with the pertinent legislation that affect the division of land in the municipality. In the methodological procedures, geoprocessing tools were used, verifying the growth of the urban area, for the analysis and characterization of the subdivisions in the occupation phase, a bibliographic review and analysis of the information related to the legislation pertaining to the parceling of the land was carried out, since the federal to municipal level. From the territorial analysis it was possible to identify how urban growth happened, being disconnected and spread across a wide area of urban expansion, which was influenced by tourism and real estate valuation. A methodology for analyzing the main criteria to characterize the subdivisions was proposed. When carrying out the characterization of the subdivisions studied, several items were identified that are not being complied with according to the requirements of the current legislation, pointing out the necessary flaws and possible adjustments / corrections, thus, the public power may mark the analyzes described here to reapply in other subdivisions. of the municipality, to inspect these subdivisions more rigorously, thus contributing to an improvement in the management and application of resources aimed at urban planning. This work can also be used as an example to be followed in other municipalities.
