Abstract
Through the formalization of the Municipal Director Plan's and the implementation of Urban and Environmental Planning, the Ecological and Economic Zoning of land use and occupation has become an evaluation instrument of the municipalities. However, after the development of municipalities, in fact, reality leads to the readjustment of territorial planning, but only in the political paper, causing conflicts and concerns. In order for the reorganization to act as an effective public policies' instrument, it is necessary the enforcement of Biotope Matrix, instrument for quick diagnosis and that also serve for governments to monitorate, reports reality and provides alternative paths to minimize local environmental impacts. In view of this, the aim of this work was to use the biotope matrix to accomplish the environmental diagnosis of the Petrovale area, Betim, state of Minas Gerais, Diversified Use Zone (DUZ), occupied by an Industrial Petrochemical Complex, Petrovale neighborhood and bathed by Pintado's stream, in order to verify some environmental impacts over the physical, biotic, socioeconomic means and provide an assist mechanism for the government's administration. As methodology, an environmental survey of the polo and neighborhood impacts in the air was carried out - using a particles counter on water and soil - through a laboratorial analysis of Pintado's stream samples; in the plants, through the atmospheric pollution's action about the local’s vegetation development by floating asymmetry, and also socioeconomic impacts by means of intraurban indicators The Biotope Index (BI) and Life Quality Index (LQI) generated from an environmental' interaction of the social and economic dimensions in the Biotope Matrix were calculated through an inversely proportional relation, where high BI also means low LQI. The outcomes shows the Economic Dimension as the most critical of the region, with high IQ and low IQV, undesirable life quality and small contribution to the human' well-being indicators, that is so to say, it may impair over the local life quality; The social dimension demonstrated acceptable life quality conditions according to some indicators as - basic sanitation and health - that already suffered some kind of impact in their functional capacity, partially compromising the benefits for the human' well-being; The environmental dimension also demonstrated acceptable life quality, but the underwent impacts hinded its contribution with benefits. The vegetation that features high LQI and low BI has been impaired by the atmospheric pollution and also presented high BI and Low LQI. Owing to inequality among physical, biotic and socioeconomic environments, the final BI indicated undesirable life quality at the environment as a whole. Given the results, it was possible to perceive that the Master Plan' update in the legislation did not attend the local reality, being necessary legitimize corrective measures by the public management in order to achieve the real objective of both, legislation and document. The Biotope Matrix demonstrated the most fragile indicators and dimensions, leading to the perception of immediate action points. In this way, the present study served as a model for the evaluation of land use and occupation and the adequacy of the Master Plan to the local realities, as also can be both used in the public sphere, in updating legislation, and in the private sphere, to carry out environmental, social and economic diagnoses within impacted areas.
