Abstract
The climatological diagnoses integrate the physical environment chapter in Environmental Impact Studies-EIA and also in the Environmental Control Reports-RCA of projects that can be regulated in the state of Minas Gerais. The current scenario diagnosed is worrisome, since these studies are rarely prepared by professionals who hold a satisfactory degree of knowledge in the area of climatology and meteorology. These data, when presented correctly, present a low degree of correlation with the other aspects of the physical environment. The purpose of this work is to present a methodological manual to contribute to the elaboration of climatologic diagnoses of projects that can be regulated in the state of Minas Gerais. Based on the classification established by Normative Deliberation-DN 217/2017, the State Environmental Policy Council (COPAM) conducted a survey on the site of the Integrated Environmental Information System (SIAM), with the objective of finding administrative processes, of projects that could be regulated in the state of Minas Gerais, with digitized environmental studies and that had climatological diagnoses to be analyzed. The research was established by activity codes from listing A to G of DN 217/2017, where it was possible to visualize hundreds of projects for each code searched. From these results we sought to visualize administrative processes that contained digitized environmental studies, such as Environmental Impact Study (EIA) and Environmental Control Report (RCA). Environmental studies of activities that had the Environmental Organ's Reference Term-TR for the elaboration of diagnoses were preferably selected for the analysis of the presented content. Based on this qualitative analysis, enterprises from classes 3 to 6 were selected as established by the aforementioned legislation. The results found in the majority of the cases evaluated showed a low quality of the information contained in these diagnoses, associated with obsolete climatic classifications and extremely low content, and evidenced the need for adequate technical guidance to improve the quality of these studies. It is concluded that climatological diagnostics should address issues such as synoptic systems and their interrelation with the climatological variables that affect the study region and its effects on economic activity. Among the main synoptic systems we can mention the High of Bolivia (AB), the Lower Chaco (BC), the South American Convergence Zone (ZCAS), the South Atlantic Subtropical Anticyclone (ASAS), the Northeast Cavado (CN), the High Level Cyclonic Vortices (VCAN), Subtropical Jet (JS) and Front Systems (SF). The analysis of the influence of these synoptic systems on the results of the Climatological Norms of the National Institute of Meteorology-INMET are fundamental for the evaluation of the economic-technical-environmental feasibility of potentially polluting and / or degrading projects of environmental quality. Therefore, it proposes a new recovery of the TRs through new uses for the elaboration of climatological diagnostics in function of the characteristics of each enterprise subject to environmental regularization.
