Abstract
Global problems derived from climate change position the subject of low-carbon economy as a key issue for sustainable development. Several Governments, at various levels, are adopting concrete actions aimed to mitigation and adaptation to the effects of climate change, that is, controlling the increase in emissions of Greenhouse Gases by means of public policies ranging from voluntary programs, campaigns and informal sector agreements, even taxes on emissions, emissions trading and adoption regulations on energy efficiency In addition to actions, programs and projects. This research aims to develop an action plan to reduce emissions of greenhouse gases from the municipality of Betim, Minas Gerais, from the analysis of your inventory, and create future scenarios and reduction targets for the year 2030. The suggestive Action Plan for local government is presented here as a management tool for the aid to environmental issues and climate change. The proposals in it, covering actions already implemented by the year 2013 base, demonstrating your current situation as well as other strategic actions to reduce greenhouse gases, suggested to be adopted by the year 2030. The results of the first inventory of greenhouse gas emissions from the municipality of Betim demonstrate that emissions from the year 2013 – Baseline (A) – totaled 2,250,980 TCO 2 e. The scenario (B) demonstrated that if the Local Government does not take any further action as the expansion and/or inserting new sustainable actions to mitigate the effects of greenhouse gas emissions, total emissions will rise to 8,575,804 TCO2e. In scenario (C), a 43% reduction target on the result presented in the scenario (B), and it was found that in 2030 the municipality may issue 4,888,208 TCO 2 e. In this scenario, the Local Government should implement new sustainable actions, combined with existing actions, that is, it will be necessary to continue and improve.
