Análise do cenário da micro e minigeração distribuída de energia solar fotovoltaica após implementação o novo marco legal, Lei 14.300/2022

Abstract

The use of photovoltaic solar energy has grown exponentially in Brazil since 2012, when Normative Resolution 482 was implemented by ANEEL, which brought the first rules for Distributed Micro and Mini Generation (MMGD). The main objective of this work is to analyze Law 14.300/2022 that instituted the Legal Framework of MMGD, its main changes in relation to RN 482/2012 and its possible consequences for current and future consumers/generators of MMGD. After analyzing the main changes, a simplified comparative simulation of three fictitious consumers of the CEMIG distributor in the city of Governador Valadares was carried out, one without the MMGD system, another with the system approved until 01/06/2023 and the third that has the system ratified after this date, which is when the rules of the new Law begin to apply in practice. It was verified, at the end of the analysis and simulation, that future MMGD consumers/generators will have a higher expense in their electricity bills, however this higher expense will not be very significant and the installation of the system will continue to be advantageous for users, in addition, the Legal Framework provides legal security for investors and consumers/generators in the sector.
