A utilização de container como alternativa de edificação habitacional em contextos de déficit e moradia inadequada: um estudo a partir do município de Piumhi-MG

Abstract
The right to housing is a constitutional guarantee in Brazil, defined by the 6th article of the Magna Carta - and amended by Constitutional Amendment No. 90, of 2015 -, as a social right, or elementary human right, alongside education, health, food , work, among others. However, adequate housing is not guaranteed, according to the international parameters of the United Nations, nor does it ensure the realization of the right to housing itself, which is often prevented from being carried out for economic and political reasons. In this context, this research aims to analyze the use of the container as an alternative for housing construction in contexts of deficit and inadequate housing, particularly in the municipality of Piumhi-MG. Methodologically, the research was based on the collection of data and information on the housing deficit and inappropriate housing situations in the municipality in question, together with the municipal public administration bodies, on the review of Piumhiense legislation that deals with housing constructions and on the technical-financial- budget. According to the available data obtained by this study, the neighborhoods Bela Vista, Totonha Tomé, Sítio Pâmela, Santa Clara I and II, Novo Horizonte I and II, Nova Esperança and Nova Piumhi have the highest number of residents who meet the parameters for the housing program. In the legislative area, it did not find obstacles to the construction of houses with a container structure and the budget showed an efficiency of 3.87% in the total cost of the work, when compared to the conventional one.
