Abstract
The present study aimed at evaluating water management policies in the State of Minas Gerais by the State Council for Water Resources (CERH-MG), this study proposes a broad reflection on the performance of this collegiate entity from the perspective of its decision-making production (outputs). It differs, therefore, from the analysis of cause and effect between the publication of an administrative-normative act and the monitoring or execution of the Water Policy (outcomes). Using complementary research, written in the format of scientific articles that composed the body of the dissertation presented, initially, for the historical rescue, a systematic review was carried out in which the state of the art regarding the evaluation of the water resources councils and the Brazilian hydrographic basins was analyzed. The search included 65 academic studies available on the Portal of Periodicals of the Coordination for the Improvement of Higher Education Personnel (CAPES) and on the website of the Brazilian Digital Library of Theses and Dissertations (BDTD). Considering the methodological inclusion and exclusion criteria, 37 master's dissertations (56.9%), 15 articles (23.1%) and 13 doctoral theses (20.0%) were considered. although still incipient, they demonstrate the need for greater institutional strengthening, with a view to improving participatory quality, responsible action and adequate technical, physical and financial support. For the second part, a census survey was carried out of the administrative-normative acts of CERH-MG published between 1999 and 2019, classifying them in terms of management instruments and their competences. For the documentary analysis, searches were carried out in the Environmental Information System of Minas Gerais and in the Official State Press. The study had 487 valid acts, with which it was possible to verify the degree of regulation of the implementation of water management in the State. The results found allowed concluding the effective participation of CERH-MG in the promotion of water management, with, however, limitations in its performance, mainly regarding the framing of bodies of water, penalties, financial compensation to municipalities and the apportionment of costs of multiple-use works. Finally, a virtual questionnaire in the Survey format was applied to CERH-MG councilors, with the objective of raising possible influences on decision-making capacity and contributing to improve the results presented by management, under the bias of four dimensions: transparency, institutionalization, knowledge and engagement and level of debate. To assess the degree of agreement or disagreement between the attributes, the Likert scale was used. From the 22% response rate, it was possible to verify positive evaluations for most attributes, although weaknesses were identified both in factors adjacent to CERH-MG and internally. Negative mentions revolve around the council's means of communication with society, the frequency of meetings, the councilors' knowledge of water resources management, as well as their proactivity. The results presented in this dissertation do not exhaust the subject and encourage further research within the CERH-MG and other institutions so that the monitoring between the edition of a standard and the implementation of its implementation will be more effective.
