Abstract
The law 11.455/07 established basic guidelines for sanitation in the country; their principles are universalization of access, environment sustainability, population health, efficiency and quality of service delivery. Investment in potable water and sewage collection and treatment generates economic, environmental and social returns. The use of performance indicators brings new perspectives to the management of sanitation services. The data source used was from the National System of Information from Sanitation (Sistema Nacional de Informações em Saneamento) - SINIS AE – Water and Sewage (Água e Esgotos), from cities of Minas Gerais, 2014. The data was scaled and systematized through the Factorial Analysis, based on the DEA - Data Envelopment Analysis (Análise Envoltória de Dados) and the form of presentation of the results was based on the Sunshine Regulation. The diagnosis of Water and Sewage Management in Minas Gerais resulted in the choice of 285 cities that have a single water and sewage service provider; it was divided into three population groups with 1 to 20,000 inhabitants, 20,001 to 50,000 inhabitants and over 50,000 inhabitants. Efficiency parameters were established for groups of indicators related to water and sewage services. A Score System was created where the Management of Water and Sewage of the cities was evaluated in UNVIABLE in red, VIABLE in yellow and MODEL in green. Based on this Score System, a Water and Sewage Management Rate System was prepared in Minas Gerais, where service providers can enter data and know the evaluation of their services, on the web. The website will promote the dissemination of the performance of service providers by publicizing the results making possible to compare them with other entities within the same sector. It can also contribute as a mechanism of social control since it is easily understood by the population.
