Abstract
Conservation Units are important tools for conserving biodiversity, promoting health and well-being, providing ecosystem services and protecting natural resources necessary for the subsistence of traditional populations. RPPNs represent a category of private conservation unit, established by the owner in perpetuity. The great challenge that permeates these protected areas is the development of effective management. The objective of this work is to carry out a situational analysis of the process of creation and management of Private Natural Heritage Reserves (RPPNs) in the state of MG, with a view to identifying the main gaps in the performance of environmental agencies and challenges experienced by area owners. In order to identify and diagnose Conservation Units and RPPNs, a literature review on the topic was previously carried out. Subsequently, a spatial analysis of the RPPNs in the Minas Gerais territory was carried out and a diagnosis of the actions of the federal and state bodies responsible for establishing these UCs, ICMBio and IEF respectively, were carried out. Therefore, a survey was carried out with RPPN owners in the state of Minas Gerais. From this investigation it was possible to characterize gaps and difficulties faced by owners, such as lack of support from environmental agencies, lack of financial and human resources, legal obstacles and bureaucracy for establishing the RPPN, size of the quantity of management plans prepared, among others questions. The proposed Technical Product makes an important contribution to solving the issue in which companies or owners face adversities in establishing areas and thus guaranteeing the protection of biodiversity, expanding the scenario of protected areas with the same legitimacy as a conservation unit. The importance of diagnosing and analyzing the RPPNs of Minas Gerais is highlighted in order to guide public policies regarding the need to develop support instruments and encourage action strategies to effectively manage and expand private protected areas in the state of Minas Gerais.
