Abstract
Public purchases represent an important portion of a country's GDP, and their efficient management is of great importance to increase the quality and quantity of purchases to achieve the core activity of organizations/institutions. The present dissertation had as its general objective to analyze the sources of price research and their relationship with the result of the acquisition of goods and products in electronic auction processes at the Federal Institute of Minas Gerais. To achieve this purpose, an investigation was carried out into the association between price research procedures and the reduction in item values in electronic auction purchases, an evaluation of the perception of public servants involved in the purchase processes in relation to the regulation of the price research procedure. prices and their effects on purchases at the IFMG and developed a practical manual based on current legal norms to optimize the planning and execution of price surveys. The mixed approach study was carried out with the collection of data: from price formation worksheets, from the values approved in the minutes of electronic trading sessions (SRP) of goods and materials carried out in the period from 2018 to 2020 and, as an analysis technique, it was multiple regression was used, added to the qualitative and quantitative data of the questionnaire sent to the servers of the purchasing sectors. The results indicated the need to analyze the methods used to reference the estimated prices and reduce the acquisition value, and the regulation contributed positively to the increase in the effectiveness and economy rates, while the deficiencies pointed out indicated the need for updating and training, which enabled the development of the price research manual. The research presents itself as an instrument to aid decision-making by managers and public servants involved in purchasing processes, enriches the literature on the subject of price research, contributes to future studies on the subject and collaborates in promoting transparency and monitoring of expenses by society and in the dissemination of the knowledge obtained to other public bodies.
